How Do Profile Cover Rules
Differ From Page Cover Rules?
With the release of Timeline Format for FB Pages …. and the strict rules on cover images for those pages…. a lot of people are asking about what restrictions may exist for Profiles (rather than Pages).

What you’ll find is that profile covers are a lot less regulated, at this time, than page covers. That’s not to say that they will not become more so in the future but for now they carry a lot less restrictions (Although we must never forget the non-commercial intent requirements of the TOS for profiles.)
This is, as you have suggested, a bit of a frustration for page owners who have played carefully within the profile TOS and not advertised there yet. I suggest caution with this but at the same time it is a lot less risky (which is unusual!) than advertising on the page! Similarly there are reduced regulations on Groups currently.
